Describing the interaction of a plane harmonic electromagnetic wave with interface of two material media, in case at least one of them is conducting, in addition to four known conditions of conjugation of tangential components of electric and magnetic field strength vectors, requires the fulfillment of a law of the energy conservation for the exterior surface electric charge, which is equivalent to the condition of a leap of normal components of the dielectric displacement vectors. The physical meaning is analyzed of the complex-valued vector of dielectric displacement that is a result of using the notion of the complex-valued dielectric permittivity of medium.
