A method to describe the Brownian motion taking into account the friction factor fluctuations is developed. The mathematical model is created for the kinetic coefficient fluctuations whose spectral density has the flicker noise character. An oscillator is described which is exposed to the determinate, random, and returning forces, as well as fluctuating factor of friction.
