Interaction between the plane harmonic electromagnetic wave and the plane surface of dielectric-conductor interface is studied. It is shown that in fall of the plane harmonic P-polarized electromagnetic wave onto dielectric-conductor interface, there is a superficial density of the foreign electric charge on the interface surface which varies by a harmonic law.
